Fiscal pressures will eventually require the federal government to tackle the cost of its employees, whose compensation accounts for about 60 percent of the government’s operating expenses. Compensation is a major element of the federal budget, and has been growing at an unsustainable rate. Containing federal borrowing and avoiding future upward pressure to raise taxes will require Ottawa to curb the cost of its own employees.
