Ken Engelhart, Senior Fellow, C.D. Howe Institute; Former Senior Vice President, Rogers Communications

Ken Engelhart practices communications, privacy and public policy law.

He was formerly Senior Vice President of Rogers Communications. For 25 years, he was responsible for the regulatory affairs of Rogers Wireless, Rogers Cable, Rogers Telecom and Rogers Media (including Rogers Broadcasting). He provided legal, regulatory and policy advice to Rogers Communications and represented it before the Canadian Radio-Television and Telecommunications Commission (CRTC) and other agencies.

In 1987, after five years of private legal practice in Toronto, Mr. Engelhart joined the Canadian Business Telecommunications Alliance as General Counsel and Director of Regulatory Affairs. In 1990, he joined Rogers Communications as Legal Director, Regulatory Affairs. He became a Vice President in 1992 and assumed leadership of the regulatory department in 1999.

Mr. Engelhart has appeared before the CRTC in most of the major telecommunications and broadcasting proceedings of the past 30 years.

In addition to his law practice, Ken is an Adjunct Professor at Osgoode Hall Law School, teaching Communications Law. He is a Senior Advisor at Strategy Corp.  He is a past Board Member and Chair of the Canadian Wireless Telecommunications Association.

Mr. Engelhart holds a BA (Hons) in Economics from the University of Western Ontario, and an LL.B. from the University of Toronto. He was admitted to the Ontario Bar in 1982.

Lawson Hunter, Senior Fellow, C.D. Howe Institute; Counsel, Stikeman Elliott LLP; Former Commissioner, Competition Bureau 

Formerly Canada’s senior civil servant in charge of competition policy and enforcement, Mr. Hunter was primarily responsible for the drafting of the federal Competition Act. From 1993 to 2003, he was a partner of Stikeman Elliott and head of the firm’s Competition and Foreign Investment Group. From 2003 to 2008, he served as executive vice-president and chief corporate officer of Bell Canada and BCE Inc., where he was responsible for overseeing regulatory, governmental relations and corporate affairs. In September 2008, he rejoined the Ottawa office of Stikeman Elliott as counsel. From April 2010 to May 2012, Mr. Hunter assumed the role of head of the Competition and Foreign Investment Group and recently returned to his role as counsel.

Mr. Hunter was recently honoured with Lexpert’s Zenith Award: Celebrating Leadership Through Change, recognizing lawyers who have been change-agents in their profession for forty or more years. He was recently granted an Honorary Doctorate of Laws Degree (L.L.D.) from the University of New Brunswick. With respect to his service as chair of Stikeman Elliott’s competition practice, Chambers Global described him as “the jewel in this leading practice’s crown” and the “pre-eminent competition lawyer in Canada” and as the “first choice for competition law in Canada”, noting his “important political connections.” Mr. Hunter was also named one of the World’s Top 20 competition and antitrust lawyers by The Best of the Best. And, with his vast knowledge of policy and regulation, he is recognized as a “pre-eminent” figure in the competition bar by Who’s Who Legal 100.

Mr. Hunters attended Harvard University (LL.M. 1971) and the University of New Brunswick (LL.B. 1970, B.Sc. 1967).

 

Peter Miller, Senior Fellow, C.D. Howe Institute     

Peter Miller is a lawyer and engineer with 25 years of media and communications industry experience in both private practice and senior executive positions.  Since 2006, he has acted as an advisor to select clients in both the public and private sectors, specializing in strategy and policy development regarding the impact of digital technology, as well as acting as legal and regulatory counsel. 

Peter's professional background includes telecommunications network design, acting as a Parliamentary Assistant to Members of Parliament, private practice in communications law, and broadcast executive positions.

Peter is a frequent industry commentator who has been actively involved in numerous industry boards and committees. Peter is the past Chair of Interactive Ontario, past chair of the Canadian Association of Broadcasters Specialty & Pay Services Board, past treasurer of Canadian Digital Television and a current member of the Centre for Addiction and Mental Health Constituency Council and Toronto Film Board.
