The C.D. Howe Institute is pleased to host Derek Dobson, CEO and Plan Manager, CAAT Pension Plan, for an exclusive Roundtable Luncheon exploring the evolving landscape of pensions. Derek will share insights on pension innovation, recent legislative developments, the Ontario government’s commitment to Variable Life Benefits, and CAAT’s experience opening its plan to promote a more flexible and open retirement system.

Derek Dobson, CEO and Plan Manager, CAAT Pension Plan
Derek W. Dobson is CEO and Plan Manager of the CAAT Pension Plan. Appointed in 2009, Derek leads the organization with more than 30 years of pension industry experience.
Under his leadership, CAAT opened its modern defined benefit pension plan to all industries in Canada. Over 800 employers and 125,000 members across Canada participate in the CAAT Plan, including in the energy, aerospace, professional services, and automotive industries.
Derek received the 2023 Institutional Connect Lifetime Achievement Award and 2019 Association of Canadian Pension Management (ACPM) Industry Award for his creativity in addressing the challenges in Canada’s retirement income system. Leading one of Canada’s most sustainable workplace pension plans, he continues to advocate passionately for efficient, high-performing pensions as cost-effective business solutions.
He served on the Pension Policy Council at C.D. Howe Institute and the Talent Ecosystem Committee of the Toronto Region Board of Trade. He is a founding faculty member of the International Foundation of Employee Benefit Plans (IFEBP) and former Board member of the Association of Pension Management (ACPM).
He is a featured expert for conferences and frequent speaker on lifetime retirement income and expanding access to innovative designs. He has appeared in The Globe & Mail, BNN Bloomberg, Talent Canada, HR Professional, Plans & Trusts, Benefits Canada, and Canadian HR Reporter.
