Summary
Robert P. Shepherd is full professor in the School of Public Policy & Administration at Carleton University, Ottawa, Ontario. He currently serves as Supervisor of the graduate online Diploma in Public Policy & Program Evaluation. He regularly gives graduate courses in policy & program evaluation, public sector management, ethics and accountability, and Indigenous public administration. His research interests concern public sector change and reform, improving internal evaluation functions, understanding the shifting expectations of public sector ethics, and Indigenous evaluation with a focus on youth resilience. He is working on two major SSHRC-sponsored grants: the first, Indigenous Youth Futures, seeks to understand how to create youth resilience on-reserves under conditions of complexity; and, Spending Reviews in the Canadian Context, a project in concert with the Performance & Planning Exchange to explore the design considerations necessary for an effective review of programmatic spending and planning for the future. He is a former President of the Canadian Association of Programs in Public Administration (CAPPA), and the founding President of the Consortium of Universities for Evaluation Education (CUEE).
