Toward Federal Tax Reform: The View from Ottawa

The past few months have been a hectic period for Canadian businesses, MPs, and tax professionals as the federal government has pursued changes to the federal tax code. The debut of these proposals spawned a considerable debate across country, and has put the spotlight on Canadian-controlled private corporations (CCPCs). With these proposed changes, though, there are more questions than answers, including issues of the nature of fairness for federal tax reform all the way to the actual implementation of such changes. Ottawa is abuzz with talk about taxes, and now is the perfect time to make sense of what is happening. This roundtable will take stock of the proposed changes, consider the impact on CCPCs, and set the stage for what alternate avenues small businesses might use to mitigate the impact of these changes. Come to hear from some of the most authoritative voices on this issue, for what is certainly going to be a lively and timely discussion.

 

Perrin Beatty, President and Chief Executive Officer, Canadian Chamber of Commerce

The Honourable Perrin Beatty is the President and Chief Executive Officer (CEO) of the 192,000-member Canadian Chamber of Commerce, Canada’s largest and most representative national business association. Perrin is the principal spokesperson advocating the policy positions of the Canadian Chamber’s members to the federal government, international organizations, the media and the general public. Prior to joining the Canadian Chamber in August 2007, Perrin was the President and Chief Executive Officer of Canadian Manufacturers & Exporters (CME).


A descendant of one of Canada’s most prominent manufacturing families, Perrin grew up in Fergus, Ontario and graduated from the University of Western Ontario in 1971. In 1972 he was elected to the House of Commons as a Progressive Conservative, and in 1979 he was appointed Minister of State (Treasury Board) in the government of Joe Clark. He held six additional portfolios in subsequent Progressive Conservative governments, including National Revenue in 1984, Solicitor General in 1985, National Defence in 1986, Health and Welfare in 1989, Communications in 1991, and Secretary of State for External Affairs in 1993.


In 1994, Perrin joined a number of private sector boards and worked as a consultant in the field of communications. He was an Honorary Visiting Professor with the Department of Political Science, University of Western Ontario, and he wrote a weekly column on government and politics for a major Canadian newspaper. From 1995 to 1999, Perrin was President and CEO of the Canadian Broadcasting Corporation (CBC). In 2008, Perrin was named Chancellor of the University of Ontario Institute of Technology.

 


Mike Runia, Managing Partner, Deloitte Private

Michael is the Managing Partner for Deloitte Private. As the Canadian leader for Deloitte Canada’s Private company and client practice, Michael is focused on bringing the best of Deloitte’s capabilities to this significant client base, assisting them with their growth strategies and the creation of shareholder value. In this role, Michael leads a team of over 300 Partners and 2,000 professionals in offices across Canada, and is a key member of Deloitte Canada’s National Marketplace Committee.

Mike has broad client experience serving both public and private, Canadian, U.S. and multi-national clients. He has significant experience in providing business advisory services related to M&A, IPOs and private financings; board governance; analytics; and various financial reporting frameworks. Over his career Mike has spent time in Ottawa, Toronto and the Silicon Valley markets.

Michael’s previous leadership roles included serving as Deloitte’s Managing Partner for the Ontario Region, as Managing Partner for the National Capital Region, and as the Co-Leader of Deloitte Canada’s Best Managed Companies program.

Michael serves on the Board of Directors of the City of Ottawa`s Innovation Centre @ Bayview Yards, on the Board of Directors of the Ottawa Hospital Foundation, on the Advisory Board of the University of Ottawa`s Telfer School of Management, and on a number of fundraising committees initiatives, including Gold Medal Plates for the Canadian Olympic Foundation. Michael is a member of the Young Presidents Organization (YPO).

Michael is a Fellow of the Chartered Professional Accountants Institute in Canada (FCPA, FCA), and holds a Certified Professional Accountant (CPA) designation in the US.

 

Michael Wolfson, Professor, University of Ottawa

Dr. Michael C. Wolfson received his B.Sc with honours.from U of Toronto jointly in mathematics, computer science and economics, and then a Ph.D. from Cambridge in economics in 1977. He retired as Assistant Chief Statistician, Analysis and Development (which included the Health Statistics program and the central R&D function), at Statistics Canada in 2009. He was awarded a Canada Research Chair in Population Health Modeling / Populomics in the Faculty of Medicine at the University of Ottawa for 2010-2017. Prior to joining Statistics Canada, he held increasingly senior positions in the Treasury Board Secretariat, the Department of Finance, the Privy Council Office, the House of Commons, and the Deputy Prime Minister’s Office. While a senior public servant, he was also a founding Fellow of the Canadian Institute for Advanced Research Program in Population Health (1988-2003).
