In A New Approach to Budgeting: Alberta Must Start Thinking about the Day when it Has to Meet its Expenditures Without Resource Revenue, (The Edmonton Journal, Mar 11th 2009), C.D. Howe Institute Policy Analyst, Colin Busby, finds that the recent collapse of commodity prices has had obvious negative implications for Alberta’s fiscal and economic prosperity and requires that Albertans develop a plan for the long-term management of their non-renewable resources. According to Busby, the upcoming budget should develop a new fiscal framework that can accommodate short-term, higher-than-sustainable levels of expenditures and focus on how the province can reach and maintain long-term balance.
