December 11, 2019 – William Robson, President and CEO of the C.D. Howe Institute, announces the appointment of Brian Mills as a Senior Fellow.
“Brian combines valuable experience in policymaking with understanding of business, and has deep knowledge of retirement issues,” said Robson. “I have always had a high regard for him, and am pleased to welcome him to the Institute’s team.”
Mr. Mills response to the appointment: “As the Superintendent of Financial Services (Ontario), I benefited from the C.D Howe Institute’s unbiased research on many regulatory policy issues and forums on those matters. I am very excited to be part of this great Institute as a Senior Fellow.”
In early June, 2019, Brian Mills retired after completing the wind-up of the Financial Services Commission of Ontario (FSCO), with the successor regulator, Financial Services Regulatory Authority (FSRA) taking over on June 8, 2019.
Mr. Mills was appointed CEO and Superintendent of Financial Services at FSCO on October 17, 2014, having previously served several years as FSCO's Deputy Superintendent, Pensions.
Mr. Mills has over 39 years of experience in both the private and public sectors. Mr. Mills began his career in the Ontario Public Service working in policy at several ministries, including the Ministry of Financial Institutions. Mr. Mills then helped establish the Ontario Pension Board and spent five years as their Vice President of Pension Administration. He then moved to the private sector for the next 14 years, becoming a Managing Partner at Towers Perrin (now Willis Towers Watson), responsible for running the firm's pension and benefit outsourcing business operations in Canada, Europe, Australia and Latin America. Mr. Mills has an honours degree in Economics from Queen's University.
