February 17, 2022 – William Robson, CEO of the C.D. Howe Institute, announces the re-appointment of Brian Mills as a Senior Fellow.

“Brian combines big-picture thinking on policy issues with a strong practical focus on solving problems,” said Robson. “My colleagues and I at the C.D. Howe Institute look forward to working further with him.”

“When I was the Superintendent of Financial Services (Ontario), I benefited from the C.D. Howe Institute’s unbiased research on many regulatory policy issues and forums on those matters,” said Mills. “For the last two years as a Senior Fellow, I have continued to be amazed at the incredible quality of the work undertaken by the Institute. It is truly a pleasure to be part of this impressive Institute.”

In early June 2019, Mr. Brian Mills retired after completing the wind-up of the Financial Services Commission of Ontario (FSCO), with the successor regulator Financial Services Regulatory Authority (FSRA) taking over on June 8, 2019. Since his retirement, Mills was appointed as a Pension Trustee to the Blue Pier Pension Plan and has served as a Senior Fellow of the C.D. Howe Institute.

Mills was appointed as CEO and Superintendent of Financial Services at FSCO in October 2014 after having previously served for several years as FSCO's Deputy Superintendent, Pensions.

Brian holds over 40 years of experience in both the private and public sectors. He began his career in the Ontario Public Service working in policy at several ministries including the Ministry of Financial Institutions. Mills then helped establish the Ontario Pension Board and spent five years as their Vice President of Pension Administration.

He then moved to the private sector for the next 14 years becoming a Managing Partner at Towers Perrin (now Willis Towers Watson) and was responsible for running the firm's pension and benefit outsourcing business operations in Canada, Europe, Australia and Latin America.

Mr. Mills has an honours degree in Economics from Queen's University and is currently working on his C.Dir (Chartered Director Program) from The Directors College at McMaster University.
