July 8, 2021 – William Robson, CEO of the C.D. Howe Institute, announces the re-appointment of Dan Ciuriak as a Fellow-in-Residence.

“Dan combines deep analytical skills with broad knowledge of trade and industrial structure,” said Robson. “The C.D. Howe Institute benefits from his contributions, notably as a long-standing member of its International Economic Policy Council, and we are pleased to continue working with him.”

“I'm delighted to continue to work with the C.D. Howe Institute,” said Ciuriak. “The last several years have been some of the most momentous for Canada’s international trade policy with a renewed North American trade agreement, major new trade agreements with the Pacific Rim and Europe and the emergence of major new frictions in the international rules-based system. It has been an honour to contribute to the Institute’s work on these issues; I look forward to working with the Institute as Canada addresses the challenges of building back better while navigating perhaps the most complex geopolitical environment we have faced in our history.”

Dan Ciuriak is Director and Principal, Ciuriak Consulting Inc, specializing in international trade, finance and development. He has wide-ranging experience in the analysis and formulation of public policy, development of legislation, economic analysis in support of litigation (both private and state-to-state), and training and technical assistance in applied trade analysis and modeling.

He has published widely as author and editor, within government and in a personal capacity, commented frequently in the media; and made numerous presentations at various academic, business and official venues, including the World Trade Organization, the World Bank, APEC and the OECD. His report, "Rebooting Europe," was co-winner of first prize in a McKinsey Global Institute essay contest for addressing Europe’s economic problems.

Previously, he was Deputy Chief Economist at the Department of Foreign Affairs and International Trade (DFAIT) with responsibility for economic analysis in support of trade negotiations and trade litigation, and served as contributing editor of DFAIT’s Trade Policy Research series (2001-2007 editions). Prior positions with DFAIT include acting as deputy to the Chair of the APEC Economic Committee and serving as Finance Counsellor at Canada’s Embassy in Germany. Before joining DFAIT, he worked at the Department of Finance, including from 1983-1990 with the Financial Sector Policy Branch where he served as Project Director, Financial Institutions Reform Project, and chaired the Inter-Departmental Legislative Review Committee, which guided the development of the 1992 reforms that overhauled the federal financial institutions statutes (the Bank Act, the Insurance Companies Act, the Trust and Loan Companies Act and the Cooperative Credit Associations Act).

Ciuriak received a Masters in Economics from McMaster University.
