The government of Ontario is currently looking at ways to address precarious work through a sweeping review of labour legislation and enforcement in the province – other provinces are planning to follow suit. Employment risks are also featured in federal Finance Minister Bill Morneau’s statements about “job churn” and the persistence of short-term employment. But how bad is the problem and what should be done about it?

In a recent C.D. Howe Institute publication, we looked at the common meanings of precarious work and assess the policy levers available to address it. We consider three types of precarious employment that we refer to as “non-standard” jobs – part-time, temporary and unincorporated self-employment.

After a prolonged wait, the U.S. Federal Reserve raised its target for the Fed funds rate by 25 basis points last week. Its statement also hinted at three possible increases in 2017. Many Canadians are now asking if the Bank of Canada should raise its overnight rate in response. The short answer is “No.” Following the Fed’s rate hike, the Bank of Canada should do exactly what it was doing before the Fed’s hike: setting its overnight rate at the level required to hit its 2-per-cent inflation target.

That might seem like a simplistic answer. The Fed’s move, and the hawkish commentary that accompanied it, did send long-term interest rates and the U.S. dollar higher. Lots of people reacted. Shouldn’t we react, too?

The federal government has just released the report of its special advisory task force on marijuana legalization. While the report lays out broad strokes, key decisions remain on retail distribution, legal age limit, and taxation that Ottawa and the provinces should agree on soon.

The report recommends that provinces be given the jurisdiction to determine the precise mechanism of retail distribution. However, the report has also recommended against allowing the sale of marijuana in stores that also offer liquor and/or cigarettes. This is consistent with my own study that was released by the C.D.
