Summary

Colin Busby is Director of Policy Engagement at the C.D. Howe Institute. He leads the Institute’s pension policy program as well as its Intelligence Memos.

An accomplished, bilingual public policy leader, he is recognized for his expertise on a range of policy issues, having written extensively on topics such as social policy, fiscal policy, human capital, healthcare, pensions and demographic aging. 

Colin rejoined the C.D. Howe Institute in 2024, having previously worked at the Institute from 2007 to 2018 in progressive positions, starting as Junior Policy Analyst and finishing as Associate Director of Research. From 2018 to 2022, Colin was Research Director at the Institute for Research on Public Policy in Montreal. And from 2022 to 2024, he was Director of Policy and Outreach with the Retirement and Savings Institute at HEC Montreal. 

He holds a Bachelor in Commerce from the University of Alberta and a Masters in Economics from the University of Ottawa. Colin’s master’s thesis focused on a fiscal framework for saving and spending natural resource revenues in the province of Alberta and was published by the Institute.
