The Arctic presents Canada with tremendous opportunity. Natural resources, including coal, water, gas, and oil, are abundant. Yet we are not the only country interested in expanding the scope of our access and presence in the region. In partnership with Canada Company, the C. D. Howe Institute invites you to come hear leading experts on what it means to defend Canada’s sovereignty in the Arctic, and what can be done to ensure that the true north remains strong and free. 

Charles Bouchard, Chief Executive, Lockheed Martin Canada

Charles Bouchard is Chief Executive, Lockheed Martin Canada; a sub-division of Lockheed Martin International. Under his leadership, LM Canada is responsible for delivering on country-specific strategies, maintaining and strengthening strategic customer and partner relationships, and actively seeking new partnerships. In collaboration with the Business Areas, he develops business plans, establishes business commitments, and supports business capture campaigns.  As the corporations in-country lead, he facilitates access to Lockheed Martin’s broad portfolio of products and technologies to help Canada address its security and citizen service challenges.

Charles joined the Lockheed Martin team in September 2013 following a successful career in the Canadian Armed Forces spanning over 37 years.  He retired from the Royal Canadian Air Force at the rank of Lieutenant General.  His military career includes many senior leadership roles in Canada, NORAD and NATO, illustrating a strong understanding of national security, international cooperation and stakeholder relations.

Charles is a graduate of Canadian Forces Staff School; Canadian Land Forces Command and Staff College; Canadian Forces Command and Staff College; the National Strategic Studies Course; the Combined Forces Air Component Commander Course, Maxwell Air Force Base; the Generals, Flag Officers and Ambassadors Course at the NATO Defense College; and the Senior Executives National and International Security Program at Harvard University. He holds a Bachelor of Arts Degree in Political Science from the University of Manitoba.

He is an Officer of the Order of Canada; a Commander of the Order of Military Merit; an Officer of the U.S Legion of Merit, three oak leaf clusters; un Officier de la Légion d’Honeur (France); and a recipient of the Meritorious Service Cross. 

He resides in Ottawa, Canada with his family.  

 

Whitney Lackenbauer, Professor, University of Waterloo

P. Whitney Lackenbauer is a Professor in the Department of History and co-director of the Centre for Foreign Policy and Federalism at St. Jerome’s University in the University of Waterloo, Ontario. He is Honorary Lieutenant-Colonel of 1st Canadian Ranger Patrol Group headquartered in Yellowknife with sixty patrols spanning Yukon, Northwest Territories, and Nunavut. He is also a Fellow at the Canadian Global Affairs Institute and an adjunct professor with the Frost Centre for Canadian Studies & Indigenous Studies at Trent University. A prolific author, Dr. Lackenbauer specializes in Arctic policy, history, sovereignty, and governance issues; modern Canadian political, military, and diplomatic history; and Indigenous-state relations in Canada. 

Dr. Lackenbauer was a Fulbright Fellow at the School for Advanced International Studies, Johns Hopkins University in 2010 and a Canadian International Council Research Fellow at the Centre for International Governance Innovation in 2008-09. He co-led the Emerging Arctic Security Environment project through ArcticNet (2010-15) and was co-chair of the Munk School-Gordon Foundation Arctic Peoples and Security program (2011-13). Dr. Lackenbauer also has extensive experience consulting to governments and non-government organizations on governance, sovereignty, security, and other policy issues. He is married with three children and lives on a century farm in Otterville, Ontario.
