Canada’s Household Debt Crisis

The continuous rise of household debt in Canada is posing a potential risk to Canada’s financial stability in the event of a sharp economic downturn that would strain consumers’ capacity to meet their debt payments. As this becomes a more pressing issue with the increased volatility in the global market, it is necessary that we discuss the potential risks it poses on the Canadian economy, and what potential solutions exist.

Paul Fenton, Senior Vice-President and Chief Economist, Caisse de dépôt et placement du Québec

Paul Fenton was appointed Chief Economist of the Caisse in May 2011 and leads the Economic and Financial Analysis team. His mandate is to establish the Caisse’s vision with respect to macroeconomic trends, globally as well as for Québec and Canada, and to forecast the impact of these trends on the Caisse’s overall portfolio and make recommendations regarding asset allocation and portfolio protection.

Malcolm Hamilton, Former Partner, Mercer, and Senior Fellow, C.D. Howe Institute

Malcolm Hamilton recently retired after 33 years at Mercer. He consulted to large Canadian pension plans in both the public and private sectors. He is currently a Senior Fellow with the   C. D. Howe Institute.

Malcolm graduated from Queens University in 1972 as the Gold Medalist in Mathematics.  He attended McGill as a National Research Council scholar, receiving his M.Sc. in 1975.  He became a Fellow of the Canadian Institute of Actuaries and a Fellow of the Society of Actuaries in 1977. He speaks frequently at pension conferences.

Tim Sargent, Associate Deputy Minister, Finance Canada

Timothy Sargent assumed the position of Associate Deputy Minister and G7/G20 & FSB Deputy for Canada, Department of Finance on November 3, 2014.

Prior to this appointment, from April 2013 to October 2014, Mr. Sargent served as Associate Deputy Minister at Agriculture and Agri-Food Canada.

Previously, Mr. Sargent worked at the Privy Council Office for 5 years, where he was responsible for advising the Prime Minister on range of economic and social issues, and was Assistant Secretary to several Cabinet committees. Before moving to Privy Council Office, Mr. Sargent held various positions in Finance Canada in the areas of macroeconomics and financial markets.

Mr. Sargent grew up in the U.K., and has a B.A. in Economics and Econometrics from the University of Manchester, a Master's degree in Economics from the University of Western Ontario and a Ph.D. in Economics from the University of British Columbia. He is married with two children and lives in Ottawa.
