The Canadian Payments System: Ensuring Competition, Innovation and Stability

Thursday September 29, 2011

A Policy Conference Presented by the C.D. Howe Institute

Payment systems are integral to a smooth, functioning economy. Ensuring these systems remain efficient and conducive to innovation is an important task for government, particularly in an increasingly competitive landscape. Other shifts in the global payments context, such as technological innovation, have provided additional challenges for governments seeking to adopt regulations that adequately reflect new realities. The Task Force for the Payment System Review was assembled to respond to these challenges in the Canadian context, helping guide future policy decisions to ensure a cohesive and relevant policy framework. Getting it right will be integral to building a competitive, functioning and efficient payment system, with important consequences for industry and the Canadian economy as a whole.

This conference  convened senior policymakers, key stakeholders and the leading experts to address these challenges and provide independent policy guidance in a private, off-record forum. Presenters and discussants were:

  • Jim Baumgartner, President and Chief Executive Officer, Moneris;
  • Terry Campbell, President and Chief Executive Officer, Canadian Bankers Association;
  • Oliver Jenkyn, Group Executive, North America, Visa Inc.;
  • Guy Legault, President & CEO, Canadian Payments Association;
  • Patricia Meredith, Chair, Task Force for the Payments System Review;
