Mark Bain, Chair of the Canadian Council for Public-Private Partnerships

Mark Bain is Chair of the Canadian Council for Public-Private Partnerships.  His is a partner at Torys, where he acts as head of the PPP practice, and co-head of the Infrastructure and Energy practice.

Mark is consistently recognized as one of Canada’s leading infrastructure and project finance lawyers. He has acted on over 70 major public-private partnership transactions across Canada and internationally.

Recent projects include the Saint John Water, Stanton Territorial Hospital, Mackenzie Valley Fibre Link, Calgary Stoney Transit Facility, Calgary Southwest Ring Road, Downtown Toronto Bus Terminal, Finch West LRT, Ottawa LRT and Regina Wastewater projects.

 

Andrew Claerhout, Senior Managing Director, Infrastructure & Natural Resources, Ontario Teachers' Pension Plan

Andrew Claerhout leads Teachers' Infrastructure & Natural Resources Group. He is responsible for delivering long-term, predictable value and hedges against inflation by making direct investments in infrastructure on a global basis.  Additionally, Andrew is responsible for physical investments in natural resources, such as timberlands, oil and gas assets and farmland.

Andrew joined Ontario Teachers' in 2005 and has held positions of increasing responsibility culminating with his appointment as Senior Vice-President, Infrastructure in 2013.  Prior to that he was Vice-President, Private Capital, where he managed the consumer, retail and industrial sectors. Andrew also previously headed Ontario Teachers' London office from its opening in 2007 until returning to Toronto in 2009.

Andrew has extensive international experience having worked for Pacific Equity Partners in Australia and Bain & Company in Hong Kong before his involvement with Ontario Teachers' in the United Kingdom. While at Private Capital, he was involved in a number of private equity transactions across various geographies and industries. Andrew is a member of the Heritage Resource Advisory Board, a director of Global Container Terminals and Heart & Stroke Foundation of Canada, and serves on the boards of Ontario Airport Investments Limited and AndesCan.

Andrew earned his HBA at the Ivey Business School at Western University, completed the Stanford Executive Program, and has an ICD.D certification from the Institute of Corporate Directors.

 

Tim Duncanson, Senior Advisor to the Deputy Minister of Finance

Tim Duncanson joined the Department of Finance as Senior Advisor to the Deputy Minister on September 14, 2015.

Prior to this appointment Mr. Duncanson was a Managing Director at Onex Corporation where he contributed to and led a number of investments across an array of industries, including: industrial services, healthcare and entertainment.

Before joining Onex in 1999, Mr. Duncanson was an associate in mergers and acquisitions with Lazard Freres & Co LLC in New York, and an investment analyst at Mutual Asset Management Ltd. in Waterloo, Ontario.  He serves as a lifetime member of Corporation at Huron University College, previously serving as Chair of the Executive Board.  His public company board experience includes: Cineplex Entertainment (Canada), Tropicana Las Vegas (US) and TMS International (US).

Mr. Duncanson has a BA (honours) in History from Huron University College, an MPP from the John F. Kennedy School of Government and an MBA from Harvard Business School.  He holds a Chartered Financial Analyst designation.
