Jeffrey Lozon, President and Chief Executive Officer, Revera Inc.

Prior to joining Revera in 2009, Mr. Lozon held a 17-year tenure as President and CEO of St. Michael’s Hospital in Toronto. He was previously seconded to the position of Deputy Minister of Health and Long-Term Care for the Province of Ontario from 1999-2000. He has also served on a number of national and provincial committees and organizations, including Chairing the Canadian Partnership Against Cancer. Mr. Lozon holds an honourary Doctor of Civil Laws from Bishops University, a Masters of Health Services Administration from the University of Alberta and a Bachelor of Arts (Honours) from the University of Guelph. In 2009, he was appointed as a Member to the Order of Canada.

Ake Blomqvist, Adjunct Research Professor, Carleton University, and Health Policy Scholar, C.D. Howe Institute

Ake Blomqvist received his undergraduate education in his native Sweden, and a PhD from Princeton University in 1971. He is Professor Emeritus at the University of Western Ontario where he taught between 1968 and 2002. From 2002-2010 he lived in Asia, serving as Head of Economics in the National University of and as Professor in the Center for Human Capital and Labor Economics Research at the Central University of Finance and Economics in Beijing. He became Adjunct Research Professor at Carleton University and Health Policy Scholar at the C.D. Howe Institute. Mr. Blomqvist’s two principal areas of research have been the economics of developing countries and the economics of health care. His work has been published both in the journals and in more policy-oriented outlets. Much of his writing in health economics has had an international comparative flavour. Most recently, it has focused on health system reform in China.

Stephen Frank, Vice President, Policy Development and Health, Canadian Life and Health Insurance Association Inc.

Stephen is responsible for overseeing and advocating for the industry's extensive interests related to health and disability insurance and sits as on the Board of the Canadian Drug Insurance Pooling Corporation.  Stephen also has overall accountability for overseeing policy strategy development and analysis on industry issues as well as coordinating responses to general policy demands from government.

Prior to joining CLHIA in March 2010, Stephen held senior roles in global transaction banking and financial strategy at the Bank of Montreal (BMO).  Prior to that, he worked as an Economist in the Financial Sector Policy branch at the Department of Finance in Ottawa. Stephen has a Master's of Finance degree from the University of Cambridge as well as a B.A. (Honours) Economics degree from Queen's University.
