Scott Chan, Deputy Chief Investment Officer, California State Teachers Retirement Fund

Scott Chan joined CalSTRS as the deputy chief investment officer in August 2018. Chan oversees CalSTRS’ investment division, with an investment portfolio valued at $304.9 billion as of August 31, 2022.

He is responsible for leading a diverse and growing team of over 200 investment professionals. He manages eight critical investment functions including investment strategy and risk, global equities, fixed income, real estate, private equity, risk mitigating strategies, inflation sensitive and sustainable investment and stewardship strategies.

Chan is an advisory board member of the Institutional Investors Roundtable, the Chartered Alternative Investment Analyst Association, the Alternative Investors Forum, Institutional Investor’s Public Funds Roundtable and the UCSD Pacific Center for Asset Management.

Alexandre Roy, Senior Managing Director, Total Fund Management, PSP Investments

Alexandre Roy is Senior Managing Director, Total Fund Management, at the Public Sector Pension Investment Board (PSP Investments). Alexandre and his team are responsible for the following activities within the Chief Investment Officer (CIO) Group: Beta Management, Dynamic Asset Allocation and Currency Management, Strategic Asset Allocation, Total Fund Integration and Macroeconomics.

Since joining PSP in 2007, Alexandre held several Public Market Risk positions before being appointed Vice President, Total Portfolio Investment Risk Activities. In 2018, he joined the CIO Group as Vice President and Head of Total Fund Strategy and Investments.

Alexandre started his career at Hydro-Québec, where he held financial risk management positions within Treasury and Hydro Quebec’s pension fund.

He holds a Master’s degree in Financial Engineering from HEC Montréal and a B.Sc. in Mathematics from the Université de Montréal. A dedicated professional in quantitative financial markets, Alexandre has also taught Interest Rate Derivatives and Risk Management at graduate level.

Michael Wissell, Chief Investment Officer, Healthcare of Ontario Pension Plan

Michael Wissell is the Chief Investment Officer at HOOPP and is responsible for the organization’s investment strategy, while also leading HOOPP’s investment management team.

Prior to that role, Michael served as Senior Vice President, Capital Markets & Total Portfolio at HOOPP, where he oversaw the Capital Markets investment teams and Total Portfolio initiatives.

Michael’s 30+ year career began in 1987 in the trading room at TD Bank. He continued in various roles with TD, and when he left in 2002, he was Managing Director of TD Securities. He then moved to the Ontario Teachers’ Pension Plan as Portfolio Manager and progressed to Senior Vice President leading the Tactical Asset Allocation, Portfolio Construction, and Public Equities departments. Over his career Michael has served on several Boards including the Canadian Coalition for Good Governance and the TMX Group.

Michael earned his BA with Honors from Carleton University and his MBA from McMaster University. He holds the Chartered Financial Analyst (CFA) and Institute of Corporate Directors (ICD.D) designations.
