October 20, 2014 - William Robson, President and CEO of the C.D. Howe Institute, and Daniel Schwanen, Vice-president, Research at the Institute, are pleased to announce the appointment of Dan Ciuriak as a Fellow-In-Residence.

“Dan’s expertise on international trade and investment issues will boost the Institute’s capacity in its core international trade and investment research program,” said Robson. “We look forward to collaborating with him on policy options critical to Canada’s competiveness on the world stage.” Mr. Ciuriak’s economic modeling expertise “will add significantly to the Institute’s ability to evaluate the impact of Canada’s recent trade agreements and the country’s forward-looking trade agenda,” adds Daniel Schwanen.

Mr. Ciuriak’s most recent Institute report, entitled “The Impact of Diplomatic Representation Abroad on Canada's Exports,” provided new insights into where, why and how economic diplomacy works best, and demonstrated that an embassy or equivalent has in the past added significantly to Canada’s trade.

Formerly, Mr. Ciuriak was Deputy Chief Economist at the Department of Foreign Affairs and International Trade (DFAIT) with responsibility for economic analysis in support of trade negotiations and trade litigation. He also served as contributing editor of DFAIT’s Trade Policy Research series (2001-2007 editions).

Previous positions with DFAIT include acting as deputy to the Chair of the APEC Economic Committee and serving as Finance Counsellor at Canada’s Embassy in Germany. Prior to  joining DFAIT, he worked at the Department of Finance, including from 1983-1990 with the Financial Sector Policy Branch where he served as Project Director, Financial Institutions Reform Project, and chaired the Inter-Departmental Legislative Review Committee, which guided the development of the 1992 reforms that overhauled the federal financial institutions statutes.

He is also actively engaged in applied trade analysis working with public and private sector clients globally as Director and Principal of Ciuriak Consulting Inc. (Ottawa), and as an Associate with BKP Development Research & Consulting GmbH (Munich). He was recently appointed to the expert panel reviewing industrial policy and the WTO in the E-15 initiative sponsored by the International Centre for Sustainable Development and the World Economic Forum.

Mr. Ciuriak holds a Masters in Economics from McMaster University.
