August 18, 2014 - William Robson, President and CEO of the C.D. Howe Institute, announces the appointment of Michael Horgan, former federal Deputy Minister of Finance, as chair of the Institute's Fiscal and Tax Competitiveness Council.
"Michael Horgan is one of Canada's foremost policy practitioners. His wide experience as a federal public servant, culminating in his tenure as Deputy Minister of Finance during an extraordinarily challenging period, gave him a wealth of experience and insight," said Robson. "The leadership he brings to the Institute's Fiscal and Tax Competitiveness Council will ensure its continued positive impact on Canadian public policy."
Horgan takes on his new role at the Institute following a distinguished career in the federal public service. Prior to his appointment as Deputy Minister of Finance in 2009, Mr. Horgan took up the position of Executive Director of the International Monetary Fund for the Canadian, Irish and Caribbean constituency. Previous to that, he served as Deputy Minister of Environment, Deputy Minister of Indian Affairs and Northern Development, and has spent time as the G7/G20 Finance Deputy for Canada.
He has served as a Director for the Bank of Canada, Canada Deposit Insurance Corporation, Canada Mortgage and Housing Corporation, and Export Development Corporation.
He holds masters degrees from Queen's and Princeton. He was awarded the Prime Minister's Outstanding Achievement Award for Public Service in 2007 and received the Queen's Diamond Jubilee Medal in 2013.
