May 5, 2015 – William Robson, President and CEO of the C.D. Howe Institute, announces the re-appointment of John Richards as a Fellow-in-Residence and the Roger Phillips Scholar of Social Policy.

“John has made vital contributions to social policy in Canada in such diverse areas as income supports, education, and federal-provincial coordination,” remarked Robson. “We are delighted that our collaboration on the challenges of building Canada’s human capital will continue.”

Dr. Richards has been affiliated with the Institute for over ten years. Recent works of his include:

  • What Policies Work? Addressing the Concerns Raised by Canada’s PISA Results
  • Warning Signs for Canadian Educators: The Bad News in Canada’s PISA Results
  • Are We Making Progress? New Evidence on Aboriginal Education Outcomes in Provincial and Reserve Schools

He is a Professor in the public policy school at Simon Fraser University and has written extensively on social policy in Canada. His current social policy focus is on education and Aboriginal policy.

He co-edits Inroads, a Canadian policy journal. In addition, he has undertaken teaching and research in Bangladesh over the last decade. He heads the Centre for Policy Research, a policy institute linked to the International University of Business Agriculture and Technology.

He received his Ph.D. from Washington University, St. Louis.

The Roger Phillips Scholar of Social Policy is an endowed chair made possible by the lateRoger Phillips, who was an exemplary supporter of the Institute. In 2006, he contributed what was then the largest gift in the Institute’s history, donating $1 million.
