April 11, 2016 – William Robson, President and CEO of the C.D. Howe Institute, announces the re-appointment of Kevin Milligan, Professor of Economics at the University of British Columbia, as a Fellow-in-Residence and Academic Advisor, C.D. Howe Institute’s Fiscal and Tax Competitiveness Program.

“Kevin is one of Canada’s leading tax experts, with many policy-relevant insights,” commented Robson. “We look forward to working together with him to improve Canada’s tax systems.”   

Dr. Milligan’s most recent Institute report, which was awarded the prestigious Doug Purvis Memorial Prize for research on Canadian public policy, is entitled “Tax Policy for a New Era: Promoting Economic Growth and Fairness.”

In addition to his work at UBC, he is also the National Bureau of Economic Research. Since 2011, he has served as Co-Editor of the Canadian Tax Journal.

In addition to the Purvis Prize, Dr. Milligan has received a UBC Killam Research Prize, the Harry Johnson Prize for best article in the Canadian Journal of Economics, and the Kendrick Prize for best article in the Review of Income and Wealth.

He studied at Queen’s University and the University of Toronto, receiving his Ph.D. in 2001. His thesis was awarded the 2002 National Tax Association dissertation award.
