November 30, 2015 – William Robson, President and CEO of the C.D. Howe Institute, announces the appointment of Louis Lévesque, former Deputy Minister of Transport, Infrastructure and Communities, and International Trade, as a Senior Fellow.
“Louis has had an outstanding career in Canada’s public service, and is well known for his analytical abilities and his devotion to good public policy,” stated Robson. “The Institute’s research program will benefit greatly from his insights and experience.”
Mr. Lévesque began his career with Quebec’s civil service in 1983 as an economist, first with the Crop Insurance Board and then with the Ministry of Finance in the tax policy area. Mr. Lévesque joined Finance Canada in 1991 and rose to the rank of General Director in the Tax Policy Branch. In 2001, he became General Director, Economic and Fiscal Policy Branch.
Mr. Lévesque’s career focus shifted to federal-provincial relations and fiscal federalism when he was appointed to Deputy Secretary of Intergovernmental Operations at the Privy Council Office. He later returned to Finance Canada as Assistant Deputy Minister in the Federal-Provincial Relations and Social Policy Branch. From 2004 to 2006, he served as Associate Deputy Minister with Finance Canada.
Mr. Lévesque was promoted to Deputy Minister of Intergovernmental Affairs in the Privy Council Office in 2006. He then served as Deputy Minister of International Trade from 2008 to 2012, and was named as Canada’s G-20 Sherpa by the Prime Minister on October 1, 2010. He was appointed Deputy Minister of Transport, Infrastructure and Communities in 2012, a position he held until he retired in July 2015.
Mr. Lévesque was born in Québec city. He studied at Laval University, where he earned a bachelor’s degree in Mathematics and a master’s degree in Economics.
