The chart shows the Government of Canada’s annual financial requirement (cash flow deficit requiring net borrowing). Unlike the years following the global financial crisis, annual cash requirements following the pandemic remain high, even exceeding the high of 2009/10. Budget 2024 projects the government’s financial borrowing requirement to continue to increase.
