Papa has a few years of policy research experience across a number of topic areas, including human capital and resource management policy. He previously worked as a Senior Research Analyst at Industrial Economics, Inc., an environmental and economic consulting firm based in Cambridge, Massachusetts.
Papa has a BA in Economics and Mathematics from Franklin & Marshall College and an MA in Economics from the University of Victoria.
