Sarah Taylor, Ambassador of Canada to Russia

Sarah Taylor was appointed Canada’s Ambassador to the Russian Federation in 2023. She previously served as Ambassador of Canada to Thailand, Laos, and Cambodia from 2020 to 2023.

Dr. Taylor has held a number of senior roles within Global Affairs Canada and the Privy Council Office. From 2016 to 2019, she was Director General for North Asia and Oceania at Global Affairs Canada. From 2011 to 2015, she served as Deputy Head of Mission at the Embassy of Canada in Beijing.

Prior to that, she held a series of leadership positions at the Privy Council Office’s International Assessment Staff between 2006 and 2011, including as Executive Director and Deputy Executive Director.

Earlier in her career, Dr. Taylor served as Director of the Development Policy and Institutions Division at the Department of Foreign Affairs and International Trade, and as Political Counsellor at the Embassy of Canada in Jakarta. She began her diplomatic service in 1990, with early assignments in Ottawa and at the Embassy of Canada in Beijing.

Dr. Taylor holds a Ph.D. and M.Phil. in East Asian Archaeology from the University of Cambridge, and a B.A. (Honours) in Anthropology from the University of Toronto. She speaks Mandarin, Japanese, and Indonesian.

She is married to Patrick Kavanagh and they have two adult children.
