Jill Wagman is a Principal at Eckler Ltd. She is a qualified actuary (FCIA, FSA), with the Canadian Institute of Actuaries and Society of Actuaries, with over 30 years of consulting experience. Jill served as Eckler’s Managing Principal from 2012 through 2023 and as Chair of Eckler’s Board of Directors from 2013 to 2024. Throughout her career, she has provided advice with respect to all aspects of strategy, governance, administration, risk management, design, funding and accounting for pension, post-retirement and supplemental pension programs.
Jill served as a member of the Financial Services Tribunal (FST) of Ontario from 2013 – 2023. From 2009-2016 she served as a member of the Actuarial Standards Oversight Council (ASOC), acting as Vice-Chair from 2015-2016. Jill also served on the pension committee of the board of Queen’s University from 2013-2016 and the Advisory Board of Niagara University from 2020-2024. In 2019, Jill was appointed to the Canada Pension Plan Review Panel to review the 30th valuation report of the CPP. She was reappointed in 2022 as Chair of the Panel, reviewing the 31st valuation report of the CPP.
Jill graduated with distinction from the University of Waterloo with an Honours Bachelor of Mathematics in 1990. More recently, Jill graduated from the ICD-Rotman Directors Education Program in March 2017 and achieved the ICD.D designation.
