March 5, 2025 – The C.D. Howe Institute is pleased to announce the appointment of Bob Baldwin as a Fellow Emeritus of the Institute.
A long-time member of the C.D. Howe Institute’s Pension Policy Council, Bob has more than 30 years of experience advising on pension issues. His contributions include serving as Chair of the Canada Pension Plan Advisory Committee, Trustee and Chair of the CWIPP, an advisor to the Ontario Expert Commission on Pensions, and a member of the Expert Panel on Income Security of the Ottawa Council on Aging, and the panel to review assumptions from the OTPP. He recently received a Lifetime Achievement Award from the National Institute of Ageing at Toronto Metropolitan University.
“Bob’s breadth of knowledge about Canada’s retirement system is matched only by his passion to improve it,” said Bill Robson, the Institute’s President and CEO. “He is a valued collaborator and teacher, and we are delighted to recognize him in this way.”
From 2020 onwards, Bob chaired and co-chaired the Pension Policy Council, reinforcing its status as a leading centre of research and insight into Canadian saving and retirement income. The author of numerous pension research publications with the Institute, Bob is also a valued member of the organization’s National Council, which provides strategic advice on policy challenges as well as the Institute’s research program.
The C.D. Howe Institute’s Fellow Emeriti designation honours individuals who have made an outstanding contribution to the Institute over many years, and exemplify its mission to promote policies that enhance Canadians’ prosperity and quality of life.
