August 13, 2026 – The C.D. Howe Institute is pleased to announce that former Canadian Chief Trade Negotiator Steve Verheul has been appointed Co-Chair of its International Economic Policy Council, effective immediately.

Mr. Verheul, who previously served as Chief Negotiator for Canada during Canada-US-Mexico Trade Agreement negotiations and the Canada-EU Comprehensive Economic and Trade Agreement negotiations, joins former deputy minister of foreign affairs Marta Morgan in leading the group of distinguished policy, academic and business leaders.

Currently, Mr. Verheul serves as Principal at GT&Co Executive Advisors, and is President of Steve Verheul Consulting Inc. He is also Co-Chair of the Coalition for North American Trade and a Fellow of the Public Policy Forum.

“Steve’s expertise in trade issues and understanding of the evolving global economy and trade issues will be an enormous asset to the Institute’s International Economic Policy Council,” says C.D.
