Charles is the Associate Director of Research and leads the C.D. Howe Institute’s energy policy program. He brings to the Institute a deep knowledge of economic policy issues with over 20 years experience in the energy sector. Charles began his career analyzing the deregulating Alberta electricity sector, then joined consultancy Purvin & Gertz (now IHS Markit) as an energy analyst. He then spent several years in senior analytical, advisory, and policy roles with Husky Energy, Shell Canada, Canadian Natural Resources Limited, the Canadian Association of Petroleum Producers, and the Government of Alberta. In these roles, he informed and supported company strategy and investment decisions, as well as public policy outreach efforts. In particular, Charles brings a wealth of experience to investment evaluation and strategy, taxation and royalties, ESG, and trade issues related to the energy sector. He is a CFA charterholder and earned a certificate in Strategic Decision and Risk Management from Stanford University’s Center for Professional Development. He is based in Calgary.
