James Pierlot is a lawyer and policy analyst. His core expertise is in pension law, retirement income policy, and financial services regulation, though his research and published work extend to fiscal policy, trade, and Canada-US defence cooperation. He has experience in both the public and private sectors. James founded Blue Pier, Canada’s first pension-plan-as-a-service, and is principal of Pierlot Pension Law. A member of the C.D. Howe Institute Pension Policy Council since 2008, he has contributed to the Institute’s research for nearly two decades. He has appeared as an expert witness before standing committees of the House of Commons and Senate, serves on the Financial Services Regulatory Authority of Ontario’s Stakeholder Advisory Committee (Pensions), and previously chaired the Financial Services Commission of Ontario’s Legal Advisory Committee. His advocacy and published work on retirement income adequacy have been recognized with the Queen Elizabeth II Diamond Jubilee Medal and the John Hanson Memorial Prize from The Actuarial Foundation. James holds degrees in taxation law (Osgoode Hall), civil law (Université de Montréal), common law (Osgoode Hall), international and European law (Université d’Aix-Marseille III), and history (Western University). He is fluent in English and French.
