Surging Federal Workforce, Steady Wage Growth

The number of federal government employees (measured in Full-Time Equivalents) grew sharply from 340,000 in 2014/15 to nearly 440,000 in the most recent fiscal year – a significant increase of about 100,000. By comparison, the rise in wages and salaries has been more modest. On a per-FTE basis, wages and salaries at the Government of Canada grew at an average annual rate of 2.8 percent over the same period, rising from about $92,000 to $118,000 – a figure that only slightly surpasses the average annual rate of inflation for those years.
 
Note: Wages and salaries correspond to personnel expenses minus consolidated crown corporations, cost of pension and other benefits, and payroll contributions.
