The Naylor Report and Health Policy: Canada Needs a New Model

The federal government should recognize the limited success of past attempts to achieve healthcare reform with conditional transfers to the provinces and instead focus more on independent initiatives, according to a new C.D. Howe Institute report. In “The Naylor Report and Health Policy: Canada Needs a New Model,” authors Åke Blomqvist and Colin Busby suggest […]

Don Drummond and Duncan Sinclair – It’s Time to Create a Real Healthcare System

From: Don Drummond and Dr. Duncan Sinclair  To: All Canadians Date: June 9, 2016 Re: It’s Time to Create a Real Healthcare System Recently Ontario’s MOHs issued a cris de coeur pleading for legislation to regulate the prescribing of opiates and for the wide distribution of naloxone. Asking elected politicians to write what amounts to clinical guidelines adds […]

Binding arbitration with Ontario doctors should be avoided: Healthy Debate Op-Ed

Ontario’s physicians are vital caregivers in the province. Their salaries represent the second largest line item in health spending. And they are not happy. Negotiations between doctors, represented by the Ontario Medical Association (OMA), and the Ontario government, have been on ice for almost two years. During the past several years, they have been without a contract, and the Ontario government has unilaterally reduced their fees.

They might resume negotiations soon following a letter by the Health Minister that the government will consider the OMA’s demand for binding arbitration. However, agreeing to this demand will likely be costly to taxpayers and won’t solve overarching issues, such as how to make more efficient use…

National Priorities 2016

The National Priorities 2016 series provides a high level overview of key issues that the federal and provincial governments need to address, and provides an opportunity to highlight policy recommendations made by prior C.D. Howe Institute research on these topics.   Fiscal and Tax – Tax Reform Priorities for Canada: Creating More Income to Go Around […]

Will money make or break a new health accord?: Globe and Mail Op-Ed

The joint federal/provincial statement coming out of the Vancouver meeting of health ministers is encouraging in several ways. It suggests a more co-operative and pragmatic approach to health policy than we have seen in the past, and includes a welcome focus on aboriginal health. That said, the tough financing and accountability issues still need resolution, and the provinces have heavy lifting ahead if they want to engage in serious reform.

On the positive side, the health ministers signalled their intention to address gaps in coverage and performance with respect to care in the community, mental health, prescription drugs and health outcomes for aboriginal people. The federal government’s decision to join the pan-Canadian…

Challenging Vested Interests: National Priorities for Healthcare in 2016

Canadian governments must rethink healthcare on five areas of national priority, according to a new report from the C.D. Howe Institute. In “Challenging Vested Interests: National Priorities for Healthcare,” authors Åke Blomqvist and Colin Busby find that compared to the healthcare systems of a large group of peers, Canadian systems do not produce enough high-quality […]

Shifting Towards Autonomy: A Continuing Care Model for Canada

Canadians would benefit from a new funding model for elder care, finds a new report from the C.D. Howe Institute. In “Shifting Towards Autonomy: A Continuing Care Model for Canada,” authors Åke Blomqvist and Colin Busby argue that Canadian provinces can learn important lessons from the debates and reforms in other developed countries, specifically when it […]

Blomqvist & Busby: Crafting a better health accord: National Post Op-Ed

Today, provincial and federal health ministers are meeting in Vancouver to negotiate a new health accord. Given the underwhelming results of the previous accord, and the mounting challenges facing today’s provincial health systems, they have their work cut out for them.

Canada’s health-care system ranks in the median on a number of OECD performance measures, but is one of the highest spenders on health care. Similar results emerge from the Commonwealth Fund’s International Health Policy Surveys, in which Canada has, over the last decade, remained well below the average of other developed countries.

Canada’s mediocre rankings seem to be due to the high cost and uneven quality of the care that all provinces are required to…

Measuring Outcomes in the Canadian Health Sector: Driving Better Value from Healthcare

While Canada has a well-established tradition of transparency and accountability for health-system performance comparisons, few measures of outcomes are reported, according to a new report from the C.D. Howe Institute. In “Measuring Outcomes in the Canadian Health Sector: Driving Better Value from Healthcare,” authors Jeremy Veillard, Omid Fekri, Irfan Dhalla, and Niek Klazinga examine the […]

In Pharmacare Reform, Incremental Progress is the Way Forward: Troy Media Op-Ed

By Åke Blomqvist and Colin Busby

Progress towards more efficient and accessible drug plans risks stalling by strict agendas that fail to recognize the issue’s complexities. The oft-mentioned plan for universal coverage under Ottawa’s mandate is a case in point. A more realistic plan would immediately improve drug coverage for the most at-risk populations and aim to achieve universality over time by dealing with the issue of high prices and quality prescribing.

We agree with Steve Morgan, and many others, that the degree of drug coverage in Canada is inadequate, that the way in which we pay for drugs is inefficient and inequitable, and that a national bulk purchaser is an important solution going forward.…

Feasible Pharmacare in the Federation: A Proposal to Break the Gridlock

An expanded federal role in financing pharmacare would set the stage for wider coverage and greater cooperation in drug pricing, states a new report from the C.D. Howe Institute. In “Feasible Pharmacare in the Federation: A Proposal to Break the Gridlock,” authors Åke Blomqvist and Colin Busby propose a politically affordable way forward to start […]
